AVSEC REQUIREMENTS FOR FOREIGN AIR CARRIERS OPERATING

SCHEDULED OR CHARTER AIR SERVICES TO/FROM THE REPUBLIC OF NORTH MACEDONIA

According to Article 28 (3), of the Aviation Act (Official Gazette of the Republic of North Macedonia No. 14/24, 224/24, 3/25 and 144/25), at the request of the Agency, each foreign air carrier shall submit its Air Carrier Security Programme (ACSP) approved by the competent aviation authority of the State which issued the Air Operator Certificate (AOC). The ACSP has to be submitted to the Civil Aviation Agency of the Republic of North Macedonia together with the ACSP Approval issued by the competent authority of the State of the operator whenever a foreign air carrier operating scheduled air services or series of more than four charter flights to/from airports in the Republic of North Macedonia at the following address:

Once the above – mentioned documentation is received by the CAA Aviation Security Department, station manager or equivalent representative of an air carrier shall receive from the Airport Operator the relevant parts of the Airport Security Program.

The ACSPs already approved by the competent authorities shall be accepted by the Civil Aviation Agency of the Republic of North Macedonia. Where the AVSEC standards of the Republic of North Macedonia differ from AVSEC standards of the State of the operator, air carrier shall be requested to develop local procedure. The CAA of North Macedonia shall provide relevant parts of relevant regulation.

Additional information for Air Carrier Security Managers:

The Republic of North Macedonia, as a Member State to the Multilateral Agreement on the establishment of the European Common Aviation Area (ECAA Agreement) has adopted the EU civil aviation security rules. Consequently, the foreign air carriers should refer to the following EU Regulations:

  1. Commission Implementing Regulation (EU) 300/2008, as amended,
  2. Commission Implementing Regulation (EU) 272/2009, as amended,
  3. Commission Implementing Regulation (EU) 1254/2009, as amended,
  4. Commission Implementing Regulation (EU) 72/2010, as amended, and
  5. Commission Implementing Regulation (EU) 1998/2015, as amended.
